The power adapter in a car?

How does the power adapter (cigarette lighter) work on the car? Are the walls it (-) and ground pin (below) (+) or vice versa? Another question, I have a light that requires 12V which then ran into a transformer to do what they need light, which is the 12V Would it be acceptable to wire (2) batteries from side to side 9volt and run on the processor? It is positive, the negative side. For use of batteries, whether connecting two 9V batteries in series, parallel, 18 VDC are available on the device. It will provide 50% more voltage than normal to bulb. Not sure if this damages the lamp or not. To connect in series, connect the battery positive to the negative terminal of the other. However, the positive of a battery 18V-free is greater than the negative freedom of the other. How harmful is that it just depends on what made the 12 V. If 12V is sent directly to the bulb, worse than usual, simply reduce the life of the bulb. If you cross an inverted output (converted to 120 AC), then generate dangerous tensions. Unless a little light, a plain 9V battery not enough current to feed. 9W can provide about 1 / 2 hours. The two together would be 18W. (If you eat less energy, which get proportionally more time).
